For covered lithium cells and batteries manufactured on or after January 1, 2008, manufacturers and subsequent distributors are required to make a UN 38.3 test summary available to others in the supply chain. The stated exception is button cells installed in equipment.
For a battery that may be dispatched by air, sea, rail, or road, request the product-specific UN 38.3 test summary and compare its battery identity to the item being shipped. For a planned deployment, retain the product data sheet, model-specific declarations, test summaries, listings where applicable, installation documentation, and shipment records. Traceable records are more useful during inspections, incident review, warranty claims, and audits than a standalone PDF with no product match.
Use a Separate Gate for Installation and Facility Use

A certificate may support part of the decision, but installation and workplace use require a separate review of the battery, the intended system, and the site.
UL 9540A illustrates why the level of evidence matters. It is a test method for assessing fire propagation related to thermal-runaway events in battery energy storage systems; it is not a general product certification or a transport approval. In the described fifth-edition framework, testing is organized at cell, module, unit, and installation levels. - System scope: Does the evidence cover only cells or packs, or the assembled system being installed?

Do Not Proceed on Paperwork Alone

- The issuer and any certification number or mark can be verified.
- The cited standard is relevant to the intended use.
- A UN 38.3 reference is supported by the correct transport test summary.
